Unlike all other movie-themed parks, Universal Studios is a fully operational massively in-demand full-featured movie and TV studio. There’s major production work going on at all levels around the studio 365 days a year. If you can’t see something happening on the backlot during the tour, it’s an unusual day (and probably means many of the soundstages are full of activity).
